Program Incentives

Financial incentives are available for builders of new homes serviced by Met-Ed, Penelec, Penn Power, or West Penn Power.

With incentives measured by total kWh saved annually, the more builders save the more they earn. Builders of qualifying homes can earn hundreds of dollars or more. For multifamily projects, builders can earn thousands of dollars per building with rebates issued on a per-unit basis.

All homes must be inspected and verified by a certified HERS Rater to qualify for program incentives.

Tier Incentives:

The table below summarizes the tier incentive structure.
Requirement Incentives
HERS Rating + 10% more efficient than the PA Amended 2021 IECC 25¢ per kWh**
HERS Rating + 5% more efficient than the PA Amended 2021 IECC + Heat Pump Water Heater* 50¢ per kWh**

*All homes must include a Heat Pump Water Heater (HPWH) to qualify for this incentive tier.

**Annual kWh savings are determined by comparing the newly constructed home against a code-minimum (PA Amended 2021 IECC) reference home using REM/Rate software.

The percent savings over code is determined in REM/Rate using the FirstEnergy Pennsylvania Report. This report is customized for Pennsylvania and includes savings from high-efficiency HVAC, water heaters, and lighting.
